OVERVIEW 

Southeast Asia is one of the most ethnically, linguistically and culturally diverse parts of the world. Significantly, all states in Southeast Asia – with the exception of Thailand – were once colonies of the various European powers. The design and operation of a constitutional framework for survival and good governance was a crucial challenge to both the departing colonial authorities and the nationalists charged with leading their states to independence.

In this lecture, we look at the kinds of challenges faced by constitutional drafters during the period of decolonisation and consider how these were resolved. While the discussion is largely historical, the issues – such as ethnic management, the place of religion in secular states, and good governance – remain current and continue to plague Southeast Asian societies.

Dr Tan has taught constitutional law for over 30 years and has written and edited over 40 books on the law, history and politics of Singapore.

Dr Kevin Tan is Professor at the S Rajaratnam School of International Studies, Nanyang Technological University, and Adjunct Professor at the Faculty of Law, National University of Singapore. He has taught constitutional law for over 30 years and has written and edited over 40 books on the law, history and politics of Singapore.
